[ic] SQL::Statement error

after fumbling around with RH9 and threaded perl problems I decided to
go back to RH7.2 and IC 4.8.
My problem now is that IC is complaining of SQL::Statement errors.
I have installed perl-SQL-Statement-0.1021.-1.i386.rpm and get the following
error.

After many restarts and hair pulling I am at a loss for an answer.
