Sorry about that.  Check this out:

[loop]
   [loop prefix="inside"]
<ul>
   [list prefix="inside"]
   <li></li>
   [/list]
</ul>
   [/loop]
[/loop]

That way the <ul></ul> won't be written unless the
inside loop loops, and the <li></li> is written as
many times as the loop loops.
