[ic] Do not offer free shipping for those with dealer pricing

Hello,

  I tried to add [perl] if dealer but didn't work and even a simple 

FLATD			0	2000	[perl]$shipprice=1;return
$shipprice;[/perl]		{'PriceDivide' => "1",}

  causes FLATD not to show up as a shipping option. How do I make a
shipping option for dealers only or not the same price for a dealer.
Can't get it.
