[ic] [total-cost] and $Tag->total_cost give different results

Hi,

I am using Interchange 5.3.0-200404120658, and have noticed that I get a
different result for the following 2 statements.

[total-cost noformat=1]
[perl]$Tag->total_cost('',1);[/perl]

Specifically the perl call excludes shipping costs.  Is this just my setup,
or do others get the same anomaly?
