[ic] permissions for /usr/local/interchange/etc/socket

I'm trying to set up Interchange::Link and am getting
many copies of the following error in apache2's
error_log:

ok= defined=
sockname=/usr/local/interchange/etc/socket: Permission
denied

What permissions should that socket file have?
