[ic] pgp attachments have .dat extenstion

Thanks Ed.  I am using  a 5.3 nightly build.  You prompted me to try to
follow the code, and in fact it uncovered the answer - I just needed to add
"attach-only=1".

So the following tag does the trick:

[tag op=mime  interpolate=1  attach-only=1  type=application/pgp-encrypted
description="CreditCard_[value mv_order_number].pgp"]
