[ic] Order-shipped email sent to wrong person

My client just informed me that when he updated the status on our order
number 2807, it sent the shipped notification to the email address for
order 2805. He had not shipped 2805 at that time.
The customer for order 2805 sent the email back:

You can see the 'To' line is totally different than the address listed
in the message.
Anybody have any idea how this could happen? Hopefully, it's just a
one-time thing.
