Just to elaborate a bit further: as I understand it, the purpose of this
feature was to allow ITL in HTML pages that would be edited by various HTML
editors. The <!-- --> would cause a typical editor to ignore the contained
ITL, rather than complaining about it or attempting to parse/remove it. So
those of you who use HTML editors, take note that this feature exists, and
consider it's value to you before voicing your opinion.
