[ic] &set behaving like &setcheck

I have a profile that sets a value to another value like this:

   &set mail_list [value mail_list_temp]

I'm using &set because I don't want the profile to fail if the value of 
mail_list_temp is 0 (or blank). However when it _is_ set to 0 or blank, 
the profile seems to fail but does not generate an error like &setcheck.

Is this a bug or am I misunderstanding the operation of &set.
