[ic] Locale Using Simplified Chinese

Hi All:

The project we're working on requires us to do some translation from English
to Simplified Chinese-- I know how to use the regular locale [L]blah[/L]
tags-- but how would I implement this using Simp. Chinese since its not in
the regular ASCII character set?
