[ic] Taxable item with non-taxable options

Sub-items definitely sounds like the way to go.

How do I link a sub-item back to the main item?  I've searched around
for bill of materials examples and found a reference to modular options,
but not clear explanation of how to set them up.

You would need to write a tax calculation routine which would traverse
the shopping cart and recognize the non-taxable options. 

Probably the smartest thing to do would be make the options be
sub-items,
ie not options but separate line items grouped with the main item, and
then set them to be non-taxable via the multi/vat taxing setup that
allows
taxability by category. I say this not just because of implementation
issues, but because it would be hard to trace and explain why an item's
tax is not corresponding to the taxing percentage * sale price.
