[ic] UI admin -- show and hide tabs

I've been through as much of the archives as I can find regarding the UI 
admin menus.

I have three different classes of UI admin users and want to show and 
hide the menu tabs on the basis of these classes of users.

I have fiddled with the 'exclude on and 'include on' parameters and have 
yet to find the means by that menu tabs can be hidden (or displayed) 
based on the permissions granted the admin users.

None of these users are 'super users'. The classes are defined using 
fields in the access table.

I also want to limit the select list of the flex_select page based on 
the assigned permissions. How do I pass flex_select a sql query, for 
example, that limits the list of records?
