You might also try forcing Interchange to run in INET mode.
In interchange.cfg add:
Unix_Mode No
Inet_Mode Yes
and then restart IC.
Perhaps kill it completely before restarting:
killall -TERM interchange && sleep 3 && killall -KILL interchange
I would also check the file ownerships on the link program. In some
environments Interchange might run as user interch but the cgi-bin/link
program has to be owned by regular web user/group to function.
