Try comparing makecat.cfg from both servers. I think they'll be pretty
much the same and the error is in the catalog-specific part, but
try anyway.

I think this comes from templates/regions/NOLEFT_TOP:

[output name=main_css][css name=THEME_CSS basefile=variables/THEME_CSS][output name=trash]

So you should debug [css] tag. See if there's anything in the error log.
If not, then see what's THEME_CSS set to in products/variables.txt
