Interchange can do this in many ways.

The Standard demo website that comes in every Interchange install does this 
by default using :

Products Group - Category

Your client can add items to new product groups and categories using the 
admin UI. (Click Items - Add new)

To see the new product groups and categories in the Standard demo rebuild 
the product menu in the admin UI.
