It is indeed a typo here. the setting is actullay
 
Variable MV_HTTP_CHARSET UTF-8 in interchange.cfg
 
I don't know if redhat's perl is the cause. I will try to setup a second computer just to test out the utf-8 feature with a different distro other than redhat and centos. Thank you
