[ic] Starts in FG but not normal

Hi All,

I've downloaded and installed 5.6.1 and I'm been running into an odd 
situation where I can run it if I keep it in the foreground with the 
--DEBUG=1 accessing ether UNIX or INET but as soon as I drop the debug 
so it'll run in the background, it starts but fails to open either the 
socket or of the port (using lsof).

I'm not finding anything of use in the DEBUG.LOG and I've even disabled 
SElinux -- no joy.  Thoughts?  Suggestions?
