Check your settings for UI_IMAGE_DIR  / UI_IMAGE_DIR_SECURE in
products/variable.txt, for example:

UI_IMAGE_DIR     /images/interchange-5/  Admin control
UI_IMAGE_DIR_SECURE     /images/interchange-5/  Admin control

In your case this might be incorrect. Adjust these values to your actual
location of the admin images.
