I've installed the latest version of interchange (5.7.1-200905270658) 
and set the environment variable MINIVEND_DISABLE_UTF8=1.

I've been testing it for a few days now and as far as I can tell, it has 
solved ALL of my interchange problems.  I'm not getting any errors in my 
logs now and it even solved a previous issue that I was having with CGI 
variables....
