[ic] Regression with UTF8 databases and multiple catalogs

Hello,

today I got a clue about a UTF8 problem which is bothering me a while. The 
problem is that data from UTF8 databases isn't read as UTF8 :-(. The clue
is that this bug only rears its head if you have more than one catalog
specified.

My settings are (catalog.cfg):

# Encoding
Variable MV_UTF8 1
Variable MV_HTTP_CHARSET utf-8

# Database settings
DatabaseDefault PG_ENABLE_UTF8 1

No global settings for UTF8.

This problem occurs in both Interchange CVS and UTF8 git. See "Call for
