[ic] MailOrderTo Directive Not Working

After a developer test was done, somehow I stopped receiving automatic
emails generated after a quote form is completed online. The data somehow
ends up in an "error.log" file. I checked the MailOrderTo directive and it
shows the correct email address, so any help in determining what's causing
the problem is appreciated.

I do have two file names, "catalog.cfg" and "catalog.cfg~". Is this part of
the problem?
