These that I tested today do not prompt; they just don't write the 
newline:

emacs22-22.2-0ubuntu9 (Ubuntu 10.10)

emacs23-nox-23.1+1-4~bpo50+1 (Debian lenny backports)

emacs-nox-21.4-20.el5 (RHEL 5)
