[ic] two letter scan terms can't be used as generic CGI?

Maybe this is expected, but it surprised me today. You cannot use a two 
letter ITL scan parameters in the [area] tag, then use that cgi on the next 
page if the two letters you choose happen to be a ITL search parameter. 
Consider this contrived scenario:

<a href="[area href=listings form=|ra=Yummy|]">Show me the message</a>

Then on listings.html:

I say [cgi ra]!

I didn't explicitly set out to use two letter search terms, it was by 
accident. I of course can use whatever I want - just wondering if this is 
expected.
