I have more info. I think we can rule out the robot/user agent stuff
(maybe?), because this only seems to happen on one of the two catalogs I
have running on the same server - so they share the same interchange.cfg.

I can only make it happen on the one catalog by adding/changing cart
items/qtys or address info on the checkout page. Sometimes it takes
longer than other times, but I can make it happen without alot of
effort. The two catalogs have different SSL certs but both from godaddy.
Can anyone suggest how I might diagnose further?
