Wow, I always thought it was newer versions of Perl that was breaking
it, not Safe itself.  That has caused some confusion and I really
appreciate that you've found the real problem here.

I think we should go ahead and pull this change into the core now but I
also think it would be good to find out exactly what is causing the
issue in Safe itself, and maybe we can fix the regression and get a
patch out to the maintainers of Safe so that future versions will work
again.
