[ic] UK states

This seems to come up repeatedly, but I now have a client that has a
customer that is complaining that East Riding of Yorkshire isn't on the
list.  Anyways, rather than simply adding it to the states table, I want
to make sure it really is correct to be there, and fix any other
deficiencies as well.

What I'm hoping to find is an authoritative list of states (counties,
whatever) in the UK, but there doesn't seem to be any.  Anyoen have any
ideas here?
