[ic] Contribution: usertags, filters, etc from Perusion

Hi folks,

We are starting a little Github repository to offer some IC usertags,
filters, and other goodies to the community, for free.

I've started it with a couple sample .gitignore files, a WYSIWYG
textarea widget (just for fenic), and some tags for MailChimp.

I hope to release more in the coming days....
