Easiest way to start developing is following the guide on:
http://perldancer.org/quickstart

Depending on what type of person you are, you might want to use Eclipse as
IDE. Some of the guys at Informa are using it and are pretty satisfied (but
my guess is that you are a VIM guy ;).

After that just use Nitesi plugin racke wrote.

I am really looking forward to Richard and Sam setting up the camps server,
so we can all play in a nice sandbox :)
