I'm sure you had a look at

like I had. As Europeans tend to have complex taxes and discount systems
I switched over to implement all of these "business rules" in [perl] having
everything in an MySQL DB.

On the one hand you have all the freedom of a full fledged prog language,
on the other there is now an easy way to administer an additional table
via the web ala

   http://www.tcx.se/Contrib/mysqladm.tar.gz 

(I have written a more generic interface here). Together with
derivates of 

   http://www.infosys.tuwien.ac.at/HTML++/

you can avoid redundancies while having all advantages of state tracking
and ordering of minivend.
