Yes.
I use HomeSite 3.0.1 and have defined a bunch of "snippets"
for MiniVend tags. Double-click the snippet called MVComment,
and Homesite pastes in [comment][/comment] with the cursor
positioned in between the comments, so I can just start typing
a comment. Very convenient.
