Couple things to try:

Check to make sure your ~/catalogs/simple/pages directory contains the
file noframes.html

Check to be sure that the settings in catalog.cfg point to the proper
directory for pages

Check your error logs: 
   ~/catalogs/simple/error.log
   ~/mvend/error.log

Can you access any other pages? Try a URL like:
   http://next.nexttech.com/cgi-bin/simple/browse  
   -I tried a couple possibilities already, but none worked...

Is your cgi suposed to be called simple.cgi?

Is it supposed to be in the cgi-bin directory or somewhere else?

Is it actually in the cgi-bin directory?
