I don't know, but I would guess if you were in the US and not
in Europe, you couldn't even start an e-commerce site without it.
I would never buy online via CC without it.
I think that in Germany, for example, many online shops ship out COD
and send out a paper invoice or even send out merchandise and bill you
to pay by "Ueberweisung" (money transfer between banks from account to
account performed by the buyer check after having received a bill
via mail, not done in the US) or "Euro-Verrechnungsscheck" (similar to
normal payment by check via mail in the US) later on.
Bottom line IMHO:
US doesn't trust a customer to send in a check
after merchandise has been sent out and insists on CC (verification
of available funds on the customer's account through Cybercash or
similar things a prerequisite for processing an order at all).
Europeans don't trust a CC payment mechanism online so much yet and you
have most probably not enough data to know if your sales would increase
because of the introduction of a secure SSL-server on your site.
Have your customer really paid online with their CC on your site without
you having a secure (SSL) Server and a certificate ?
Is the Netherland different ? 8-)
(Sure, they are very nice folks over there, I know that much...8-)).
Install a secure server, ok ?
