I've used some simple if tags on the basket page to determine
if subtotal is greater than X dollars in which case I supply the
next checkout button, if not I display some text saying there
is a minimum.
Sorry I don't have the code available but it was just using the
if tag to check the amount [subtotal nofromat=1] and check
wether it is lower than x amount. Since you probably want
to catch tax and shipping you may want to use the total instead
and enable/disable the final checkout button.
Of course this alone would not prevent them from placing
multiple orders :(
