[mv] Orders not being e-mailed

I am sure this problem has been dealt with many times before but I don't seem to be able to solve it myself and searching the lists has not revealed an answer.

Problem:  Minivend is not sending the order e-mail to the address specified in ORDERS_TO.  I can see from tracking.asc that the correct PGP encryption is taking place but for some reason the e-mailing is not happening.  Sendmail is working OK because the order confirmation to the customer IS being sent.  I am using the simple catalogue and have not altered any of the order processing code.  I am sure I am missing something simple here but can someone please put me right.
