[mv] Weights less than 1, no charge for shipping

I it seems like I have solved this problem before, but can't remember how
I fixed it. I have a catalog that has products with weights that are less
than 1 and the UPS lookup returns $0.00 if the total weight is less than
1. I want a zero weight to return $0.00, but a weight between 0 an 1 to
use the UPS info for weight 1. Thanks
