Short summary:

You must restart, if

- you have changed the catalog.cfg
- you have changed the locale.cfg
- you have changed the userdb.asc (in some case, you have to delete the
  session.db file)

Regarding SQL, you donīt need to restart the minivend server. Make sure,
you have set "NoImport" right.
