Hi Larry,

Check out your httpd.conf file.
You should to have inside that file something like this:

DirectoryIndex Welcome.html index.html index.htm

<VirtualHost bla bla bla>
Redirect permanent /index.html
http://www.foxytoys.com/cgi-bin/index.cgi/index.html
</VirtualHost>

Redirect permanent / http://www.foxytoys.com/cgi-bin/index.cgi/index.html is
NOT worked :)

I think this is a best solution.
