[mv] UserTags not working

Hi all -
Right out of the box, none of the usertags in the simple demo are being
interpreted by Minivend - the tag itself shows up as page text instead.
This is in Minivend 4.02. I've seen it in 3.1x on my earlier installations
and those of other people as well.
The tags are defined in catalog.cfg and minivend.cfg. Any suggestions as
to what to look for next?
