This is very strange! Are you sure, your minivend is running in FreeBSD?
If yes, ask your ISP. Somethings is wrong in his setting of his system.
I would suggest you, your ISP has to check all perl modules _is_
installed for minivend. 
I´ve given a person an account in my web machine and he has installed
minivend beside of my own minivend with no problem (start, stop,
restart, etc.). 
Did your ISP use the "chown -R user:group <path-to-minivend>" all your
minivend files (important) for you?

Hmmm...this is happen with MV 3.1x or with MV 4?
