I have a hack answer: it's been a long time, but I remember a long time ago
having a hard time using [else] with [if data], especially if the whole
block was nested in another [if]. Try taking the [else] block out, just to
see if the basic test works. Then you could always try:
[if data database::field::[scratch TmpVar]]
...true statement
[/if]
[if !data database::field::[scratch TmpVar]]
...false statement
[/if]
