[mv] Windows NT: cw3230mt.dll is missing

Hello,
I'm trying to install Minivend-3.14 under Windows NT, with ActivePerl
and MS Personal Web Server for a colleague, who hasn't got Linux. (BTW,
on my Linux machine I'm very happy with Minivend).
During installation under NT I got the message, that cw3230mt.DLL
wouldn't be in the path (and I didn't find it elsewhere on the hard
disk). The installation process continues after I click the msg away
(with an OK, the only button there). Soon afterwards it says, shortcut
files could not be made - is there any connection? - and seems to
complete everything fine.
When I start the Minivend server (on command line with C:\mvend\bin>
perl minivend -serve) the same msg appears, and after an OK, the server
configures the catalogs and seems to start correctly - alas, it only
serves the index page, no following pages. Might that be the result of
the missing cw3230mt.DLL or do I have another problem?
Can anyone remember that DLL appear somewhere (maybe in a totally
different case)? What's the purpose of this DLL? Where could I obtain
it (and simply put it in the path to see what happens)?
