Hmmm...maybe you didn't do "perl Makefile.pl" at first? I read the
Readme file and I see

Here is the short version:

    gzip -dc minivend-4.xx.tar.gz | tar xvf -
    cd minivend-4*
    perl Makefile.PL
    make
    make test && make install
