This maybe too simple for you but I would do something like this (but in
perl or MV code not my sudo I-almost-know-what-i'm-talking-about code) on
the basket.html

[if ([item-quantity] < 100)]
    return "There is a minimum purchase of 100 on this item"
[/if]

And then in your quantity pricing set it so if they do order less than 100
they get charged the price for 100.

That would be my solution.
