I see your point Jeff...
I believe you're in for some custom coding... I would think it would be
easier to set the default to tax everything and then add custom support for
non-taxable apparel in PA.
You're going to need to do some [calc] functions based on the items in the
basket (apparel or not) and if the state selected is PA.
You'll also need to modify the javascript code that produces the alert box
notifying the customer of the additional tax.
I think it should be fairly easy to come up with the right tax amount, but I
am not sure how to force MV to accept a new externally calculated value for
sales tax.

That was my original theory but, then I got thinking what of other states
which charge tax for apparel. This makes the problem a bit more
troublesome.
