Okay, this isn't actually going to be all that hard to do but cameron is
right, you will need to do some custom coding. However, its really a
very basic embedded perl routine. 

I would guess that all of your apparel items in your database share some
common field. Say, "apparel" under the description or category column.
If the user enters "PA" then the total of "apparel" items is deducted
from the subtotal. The tax calculation are made against the remainder.
This value is then added to the apparel total and shipping to get the
grand total.

((subtotal - apparel total) * tax) + apparel total + shipping = grand
total.
