Well, here are the last few lines from minivend.cfg.dist, which is the 
virgin cfg file included with the distribution:

         ### The old user database stuff
         ### DON'T ### include userdb.cfg

         ### The minivend administration stuff
         #include admin/mv_admin.cfg

         ### Include if you want non-English error messages. Not complete.
         # #include locale.error

         #include flycat.cfg
         #include form_mail.cfg

You will see these in any 3.14-5 minivend server installation, whether you 
have built a catalog or not...So I would say that #include was supported in 
3.14-5.  Not to mention the fact that it works in most of the 3.14-5 
installs I have done - just not the ones on this server.  Minivend isn't 
broken, this is a configuration issue, I'm just not sure where to 
start.  What you prevent #inlcude from working?
