I think that your outline is quite a good starting point!  One very 
important thing is that any and all user-contributed content (code 
snippets, how-to's, usertags, etc) be moderated.  The minivend user's list 
is an indispensable tool for users, but it has become a vast landfill, 
containing a few widely scattered nuggets of useful information.

I sincerely hope, that the infusion of resources that has come out of the 
marriage of Akopia and Minivend will be used (among other things) to ensure 
that this is not the case the next time around.  And yes, I am suggesting 
that a new list, with moderated digest/archiving, be started with the 
release of Tally/MV/whatever 4.5.  I think a fresh start is in order.
