The usertags should be located in a directory you specify in 
minivend.cfg. From your very own file minivend.cfg:

If the require directives in your catalog.cfg fail, then these 
usertags were not defined at minivend server startup. If you have 
moved/copied these files to one of the directories after you started 
minivend, you will need to reconfigure/restart the minivend server 
for these files to be read. Reconfiguring/reloading the catalog is 
not enough in this case.

Depending on your setup, the intro page of your catalog will probably 
not use mv at all. The first minivend generated page you access, e.g. 
browse1, will fail as your catalog did not succeed on reconfiguration.

You are looking at the right things. An additional source of info in 
case of a 500 error are the webserver logs. If a perl script dies 
there is usually some kind of error message in the log. Not 
necessarily easy to understand though.
