Yes, but not to the expense to put standard Perl modules into the
distribution.

Anyone who is able to cope with building a good MV shop should be able
to install Perl modules (IMHO).

Better than that use Bundle::MiniVend.

This is right. But Bundle::MiniVend should work on any reasonable OS.
