I guess he's talking about

information you need to know if you used the Red Hat RPM method of
installing Minivend, as I did. (But this file doesn't seem to be on my
disk, either.)
As far as your "permission denied" error, when I was installing the system,
reading the docs convinced me that I should change all the directories and
files that Minivend uses to be owned by the minivend user (the user the
Minivend runs under). This includes the minivend.pid file that you're
having trouble with it, as well as the directory that contains it. Then
things started working for me. Not only that, but I also make sure I'm
logged in as minivend when editing files, etc.
